The seminars will be structured according to the following topics:
The panel on Nuclear Disarmament aims to discuss the following core issues: incentives to disarm, the human dimension to the nuclear arms’ race – possible consequences to human health, and an overview of what has been achieved with respect to disarmament since the end of the Cold War. The panel will provide the historical background of nuclear proliferation in an attempt to link strategies of the past with present-day goals. Moreover, one can not afford to overlook the impact on human health and security. It will emphasize the efforts of different international actors to create an environment of mutual trust and transparency as to the scopes of nuclear proliferation.
The focus of the panel is the life of a nuclear product with its transformations that carry essential implications for both human life and the environment. Beginning with the technicalities of the nuclear fuel cycle, the dilemma of dual use potential will be analysed, affording special attention to procurement and intricacies of the market of nuclear material. Secondly, we will look at storage, reprocessing and disposal of nuclear material (especially nuclear waste from dismantled arms). At the same time, it is our goal to asses which threats to the environment and human health must be imperiously considered and how potential risks can be minimized, at any stage throughout the life of a nuclear product. To this end, the panel will devote its attention to nuclear tests and accidents.
This panel should link the current issues such as the Iranian nuclear program and the DPR Korea case and discuss the political dimension of nuclear proliferation in contemporary international relations. The main points should be the role of the international community in dealing with nuclear ambitions of states, which they consider to be at odds with the Non-Proliferation Treaty. Particular attention should be given to the role of the USA and to the development of the strategy towards these states over time.
These are some possible questions for the speakers. In addition, the effectiveness of the current NPT regime should be discussed. This is especially relevant in view of the NPT Review Conference in May 2010.
